confesses to five murders long considered cold cases. and funny money. two virginia men face charges tonight for passing off counterfeit bills and they might have pulled it off if not for some really bad luck. i'm surae chinn in manassas where police busted an international counterfeit operation. would you be able to tell the difference between the real and the fake money? well this is the real thing, and this is the bogus bill. what tipped police off? a major clue. spanish words instead of the serial number. >> i would not say they were the smartest criminals. >> reporter: police say portillo was carrying with him three bogus $100 bills. that led them to this man, 39- year-old ronald virto. policesy they -- say they found $5,900 in counterfeit notes. >> i'm not surprised something was going on there. >> reporter: detectives are concerned about how many

businesses have been duped. >> mr. virto is just one part of the large -- puzzle of the money being brought from peru. d.c. police closed five old murder cases from the confession of a man serving time in prison for two other slayings. marilyn johnson was shot to death in her apartment southeast. by ronald brisbon, a recent confessed killer in five slayings is going to testify in a trial against his brother. she was 41 when kill and she left six children for her mother and sibling to raise. her mother talked to her only if we withheld her name and address. >> the children are doing well. they suffered pretty much during the -- the aftermath, they took a lot of therapy. >> reporter: the slayings occurred from 1994 until 2000 during one of the city's

deadliest periods. d.c. police say robert brisbon, now 35, has pled guilty to second-degree murder in the five unsolved slayings which occurred in southeast. i'm bruce leshan on capitol hill. a virginia tech survivor on a personal crusade to close the so-called gun control loophole. members of congress watch his video of gun shows in virginia and across the country. he purchased assault weapons and semi-automatic handguns and no one asked him if he was a felon, a tayeorist or -- a terrorist or a wife beater. he is asking congress to pass a bill that anyone who sells a gun at a gun show to ask basic questions and check them against a federal base -- data base. >> are you a felony, are you a citizen of this country? >> reporter: it is already

illegal to sell guns to felons and dangerously mentally ill. and the maryland girl injured in the bomb in uganda had surgery today. her grandmother is due to have surgery for a broken arm. they were traveling with a church group when bombers attacked in uganda on sunday. >> the obama administration said 41 million americans will benefit from a new health care rule. first lady michelle obama and dr. jill biden unveiled the proposal here in d.c. today. it means no co-pays, deductible or co-insurance for preventative health care like counseling or cancer screening for parents. and topper is here with the forecast. a little gloomy but we did get summer later on. >> we did finish strong. it is rather humid out here if you're going to head out and walk the dog. temperatures in the 80s. here is your forecast first. for tonight, still a slight chance of an early shower or thunderstorm and partly cloudy and warm. low temperature 68-74 and wins

out of the northwest at about 10. satellite picture, radar combined will show most showers well to the north and east of us. but just a couple of showers down to the south and we'll come back and look at that on doppler. temperature wise it's still toasty. 83 downtown. 81 up in gaithersburg and 88 in leesberg. again, we'll come back and check the one lone shower and look ahead to the weekend. an update on a story we first brought you this month on 9 news now. d.c. delegate eleanor holmes norton has introduced a bill to require the federal government to pay it's share of what is called the impervious water to protect local waterways. the local government stopped paying the fee claiming that it amounts to a tax, making the federal government exempt. time to take a look at your homeowner's policy before the

next summer storm strikes. homeowners insurance policies do not cover floods but will pay for the cost of repairing tree damage like the cases after last night's storm. however experts say read the fine print because that depends on where the tree falls. >> if it falls in your backyard and does not hit your house or any structure covered under your homeowner's policy, your responsible for cutting it up and cleaning it up and removing it. >> and that my friends can cost you up to $10,000. a recent survey by the agency found 36% of americans are not really sure what is covered under their insurance policy. another 22% are not prepared for a natural disaster. one thing you can never be sure of, keeping dogs away from trees. but some owners may keep their dogs away from the greenery of dog park. because montgomery county said it will start charging a $40 a year fee for residents to use it's five dog parks. >> i think it's ridiculous and this is an amenity that the

parks need to supply. >> i think it's well worth the money. i kind of wish the money was earmarked for the dog park though, for all of the dog parks in montgomery county, not just for mowing the grass in general. >> the county expected to raise $40,000 from the fee once it takes effect august 1st. registered dogs will get a permit to wear on collars. so far three people have applied for the permit. the d.c. city council moving forward with plans to bring the street cars back to the city. members unanimously approve aid plan to install 37 miles of overhead wires in northeast. that motion also prohibits lines along pennsylvania avenue between capitol hill and the white house. and the changes, they are acoming to the roslyn metro stop in arlington. last night the arlington board approved more than $32 million to improve the accessibility and safety at that station. construction and newell vatters

and a new emergency evacuation stairwell is expected to get started this fall. roslyn is the busiest metro station in northern virginia. it has a stop on the orange and blue line. and let's check in on the evening rush hour. patranya bhoolsuwan in the traffic center. >> good evening, everybody. big problems on the west side of the capital beltwayp this is the dulles toll road exit on the outer loop, a bad crash taking away two right lanes to traffic squeezing by to the left. let's switch to the live camera to see the impact of the crash. take a look on the outer loop of the american legion bridge, barely moving traffic. from the 270 spur it's this way down to the scene of the accident. it will be this way for the next half an hour to an hour. good idea to stay away from this stretch of the capital beltway for now. but 270 much better picture. live shot at montgomery village avenue, all lanes open all the way to clarksburg. that's a check of your commute. back to you, derek. still to come, protecting the works who help provide our

with hundreds of recruiters with over 80 federal agencies. and the job fair is back to d.c. for the third time and every time one male job seeker from baltimore has been there hoping for his big break. that would be a job in his chosen field of engineering. well today 9 news now followed him. >> it hasn't been easy besides sending out resumes and doing applications. that's pretty much been my story since graduating. >> reporter: it's been two years and three trips to this federal government job fair for vernon hampton who, like so many here. >> still can't find a job in his major. >> when i first came here, i was looking for things in my major. i didn't understand how it worked to apply for the federal government. >> reporter: right now he's living at home with his mom and working at a bar. his goal is to land that engineering job. >> the position would be a [ inaudible ] to what i did in

school. i would be interested in learning more about it. >> and if you don't want to just focus on one job. and number two is to use your personal network and number three is to be persistent. >> keep trying. the only advice is i can give you is that. >> security and the navy have piqued his interest. >> i have to apply online. i know the federal government is high in making sure you pay attention to detail and rightfully so. >> reporter: and now just a phone call for the follow-up interview. >> i, like many people in this building, didn't expect to be in this position. hopefully we'll get out of this position that we're in. but everybody's story is different. >> he said one thing that may have hindered his job prospect with a less than stellar gpa but hoping to help improve himself. and president barack obama pulled warren buffet aside today during a white house

meeting on creating jobs. the pair talked for about an hour. bill clinton and and joe biden and other business leaders took part in the meetings, focusing on the private sector and investment in the clean energy industry. the chairman of the arlington county board feels government spending on the clean energy is like the lousiana purchase. in a column today, it was written that back around 200 years ago thomas jefferson faced the question should he spend $15 million to buy a big chunk of land from france. it might seem like a easy decision. doubling the size of the country at a price that seemed trivial by today's standards. but today our political leaders face a similar choice. should we put our country on a path to clean energy. the case for doing it is pretty overwhelming. you can read his column at wusa9.com, just click on 9 news now extras. and an update on a story

we've been following for the last three years. eastern shore crab picking houses relying on immigrant workers. and back in 2007 the industry raised the flag about the difficulties that seasonal workers were having getting visas to come to this country. well today american university and a migrant workers advocacy group called for changes to that visa program that the workers have to use. >> we recommend that the guest worker program be reformed and restructured so workers are not tied to one single employer and on the state and local level we recommend that maryland extend minimum wage and over time to employees and they are excluded under maryland law. >> and it leaves workers afraid to speak out about poor work conditions. federal immigration officials say the current program is run professionally and fairly. nice to see a little sunshine as our day came to an end. but as you say, topper, we're still sticky.

>> it is steamy out there. especially in the areas that received rain. ap we have one storm on live doppler. first things forecast. your next three days right out of the gate, the heat returning tomorrow, 93, no chance of storms. 95 on friday. and then on saturday a much better chance of thunderstorms, temperatures near 90. so a break on saturday, but when that happens humidity increases. break down for tome, sunshine in the morning. mid-70s. upper 80s by lunchtime with sunshine. so pretty warm by lunchtime. and then 93 by evening. again, no thunderstorms tomorrow. tonight though, early thunderstorm possible and then partly cloudy and warm. low temperatures 68 to about 74. winds will become northwesterly at 10. let me show you live doppler because at first blush you don't see anything on it at all but we'll zoom in. down into charles county and this is a heavy storm. and nothing severe but it's worked southeast, to the east

of la plata, headed toward mechanicsville and 236 and continuing to move to the south and east through st. mary's county. that's about it. back to the computer we go. let's talk about temperatures tonight, downtown, maybe 69 in gaithersburg, and maybe a 70 in sterling and maybe a 68 or 69 out in leesberg. now tomorrow morning, partly cloudy, very warm by lunchtime. 70s and 80s. winds light by afternoon. partly cloudy and hot again. high temperatures 90-95 with light winds and no chance of a storm tomorrow. next seven days, 93 tomorrow, dry. and then 95 on friday. just an isolated storm. weekend looks like the best chance for scattered showers and thunderstorms with a front. 89 on saturday. then looking at 90 on sunday. better chance over the weekend and then hot again -- i mean we're talking low to mid-90s again, derek, monday, tuesday, wednesday, with just some scattered storms in the afternoon. >> rolling into the dog days
